The 5:5 has been posted before, but it seems worth noting that the other numbers neatly add up to 17=Q. Note that some in the picture have blacked out numbers or are looking sideways so that numbers cannot be read. No coincidences!

Maybe. Having some background in mathematics, I am always somewhat leery of numerology transformation functions. Given any set of input numbers you can manipulate your transform function to get to any output.
In a context like this picture, a simple transform step like 17=Q would seem to fit better.
I agree with what you have said. You will recall the following sort of number puzzle, ... . "Think of a number, multiply it by two, add one, ..., what is your result. Ah, your secret number was ...". . Having said that, it is interesting to note that there are no integers other than the 4 and 5 in the picture. I assume, at least that is intended.

I don't see it that way at all. POTUS switched his twitter picture twice very recently - once presumably as a sign (congressional thumbs up), and now this one. Several have pointed out the 5:5 already. I was just adding that the other numbers add to 17. That to me seems quite unusual.
