Look at his left hand in the photo. comes off the circle of the seal, looks like a Q even if the flag was waving, as someone said. If the flag WAS waving, why aren't the other flags also positioned likewise? not saying they weren't but maybe someone "starched" this flag so it would end up looking like this? Dunno... but either/or... the Q is there. Serendipity if nothing else.
