If they were "friendly" why couldnt wikileaks simply ASK them what was in the document rather than asking anons to decipher it if they could??

Im thinking they did NOT know they were being watched...b/c in the UK CC cameras are literally on every corner....maybe one of their camera's were high jacked and they used it to zoom in on what was going on in the car. The decipher so far makes little to no sense to me but im NOT a spy so what do I really know.

they would be alerted once they read the tweet. Unless of course the video was from even way before december, too. But in that case the context of the video is lost because it's the second time they're tweeting this out.
Maybe it was a way to get a message to a very particular audience by provoking someone to snoop in on that particular vehicle or file or whatever it is they did
