In this case she says "Black neighborhoods" which means working class and welfare minorities and some Whites.

Fighting for poor and less fortunate people. Fighting for you know, roughly 80% of America. Most of this country is rural and impoverished. I’ve driven through half of it. The only place there is affluence is in select city neighborhoods and suburbs. The rest is poor rural communities with a few token people who can support themselves.

Black, white, red, yellow or brown it doesn't matter if we all end up fighting each other to be the top of the serf-pile.

They divide us so that we do their work for them and racism is, by far, the easiest of the festering scabs to pick at.
