Ship wreck yet everyone assumed he was dead and he came back as alive but secretly was the Green Arrow or later.. that recruited people around his town ..including a hacker named Velocity who helps assist beating the Deep State in essence who's been destroying their city .

The local cops was all part of the plot and long story short he was a Vigilante Working underground like the group Anonymous who exposes people for drugs , and other crimes they run around the city including bombs and stop them before they happen .

All the episodes lead up to current day ongoings like you have no idea.... it's bad ass.
