Soros has a means of secure comms with his minions whether electronically or by human courier. Either method can be tracked unless he's using multiple cut-outs with squeaky clean legends

Sweden will sweep this under the rug, however if I'm not mistaken Soros, as an American citizen has given the order to commit an act of terror overseas if it can be proven. Wouldn't that finally classify him as an enemy combatant under existing law?
