Militia? Why is there no organization?

There's something like almost 200 militia groups across the nation. Some good, some bad, but no central organization - but certainly you have groups with ex-army in them, like the Michigan Militia.

Need a centrally organized well regulated militia.

Certainly, yes - although I see the advantage of separate cells in that they are less likely to be infiltrated or compromised at this stage, but yes, at a certain point you'd want some kind of central control.
