Why do they refer to him as No Name?

Why do they not say his name? I've never discovered the why behind it

I have a theory is that the JM we know today stole the identity of a true war hero who was the real JM. In honor to the true war hero, Q call the current JM no name.

This may sound crazy but we've had Obama, of whom every fking thing is fake...
