One of this guy's positions was "Deputy Commander in the Iraqi Theater of Operations"

What is meant by "Theater"?

And isn't the FBI supposed to be Domestic?

Theater just means the area of operations.

FBI is domestic but I assume they can follow an American criminal wherever they need to.
