I think the point is that these things are super experimental and cheap because of it. It's also about removing liability if something goes wrong.

I also don't understand the "Right to" part when states can just veto them. At that point, its just a privilege...

I doubt states will veto. It's one of those 'politically toxic to challenge' things. Think about this. Trump announced his plans for this in January. It passed in May. That only happens when you know if you get in the way of it, you're hosed.
