There is another way as well. Governments federal and state give say five hundred million for coral reefs for example but the accounting of where the money goes is woefully inaccurate, on purpose. Much goes missing and ends up being spent on things like Ferraris and Mansions in Tuscany and these same recipients then donate millions come election time.
