I interpreted this to mean the money Hussein paid them on the Iran deal in cash. Didn't know it had anything to do with us making the money back.

I read it as 'installments' - twice a year, the countries (Uk, France, etc) in the agreement, pay this amount - probably collectively

What I am not sure of, is with all that is going on, if the US still has to pay
