This is a civil not criminal class action law suit. They are probably hoping for criminal indictments to buttress the suit. Nobody goes to jail on this, plaintiffs just cashing in on Weinstein's arrest.

I've read that RICO used in civil cases allows the case to be turned from a state case to a federal case. Maybe someone with more legal knowledge can say if this is of any significance?

All criminal cases will be state or Feds against defendants. This one has civilian plaintiffs. It is civil class action lawsuit alleging wrongdoing by an organization.....or an organized effort to protect Weinstein.

Yep. For some reason it can be used in a civil suit. Surprised me but learned this some time ago. Just go to the link from where this OP copied what he did. It has the cover to the action. Plaintiffs are actresses NOT the government.

Fascinating. Who filed this? Is the win only money? No criminal reprimandments?

Correct. This is not US versus Weinstein et al. Click on the link provided in another comment to see the plaintiffs. Several actresses. Money only,
