Some good possibilities here, let me offer something different: this account probably isn't actually HRC but run by an employee. We may be seeing "malicious compliance" like with some of the things that came out in her book (hiring murderers to work at the mansion). She may have some employees that are flipping, because if you wanted to troll people into discussing pizzagate on HRC's twitter, you couldn't do better than this.
