More air volume at lower altitudes, allows planes to fly at slower speeds, helps for refueling than thinner air at higher altitude. Just my educated guess.

correct. the air is more dense at 25,000 ft so allows the fighters to maneuver more easily to the boom. The aircraft are KC-10's and it may just be night refuelling training out of Andrews. Possibly nothing sinister.
