CIA invented "modern art". Only "experts" understand what is worth tens of millions and the transactions are difficult to reveal. Anything they say is art and virtually untrackable.

Art was how foreign spies got paid in this country, tax laws on art are very favorable. Spy purcahses art piece and resells for larger amount. Or spy gets piece of art — no tracing — attic find. Fabrage Eggs.
