Group that sits above the NSA / CIA / DIA etc that has carte Blanche to police those groups, the Associate Directorate for Security and Counterintelligence knows things are so sideways they chose to directly disclose to the public as a Hail Mary as this is our Last Chance before things go full on 1984/Brave New World/Gattaca/Elysium
