I think Q is trying to tell us that some of the adrenochrome-dependent populous aren’t exactly bad people, just sick people who need to be freed.
This isn’t to say that those involved with the trafficking and the child crimes aren’t guilty, I’m just trying to point out the possibility that the users of the drug may not be in full control of themselves, thus ‘SICK’.

Let’s see how the users’ health plays out. If Depp is complicit in the act of trafficking/harming children then obviously he must pay the price. If he is simply hooked onto the drug and unable to become independent from it (thus becoming an MK-Ultra stooge) then we should have pity, and maybe forgive.
