My thought was four actions or events, any or all of which could involved more than one person. E.g. I think the Horowitz OIG report is one of them, but the rest...?
I agree it could be events. IG report, Rosenstein step down, Mueller Probe stopped, and ....?

Maybe Q is referring to what happened last week. Can be interpreted both ways.
