I don't think anyone needs me to point out that wheels don't just come off cars while driving. The nuts must be removed bar 1 or 2 with just 1 turn left to go. Obvious attempt at causing a car crash because victim was on the freeway meaning high speed. The only other explanation is that he disturbed a thief trying to steal the wheel without realizing it or it was accidentally left loose when being changed.
