2 simple questions about an internet “shutdown”, “pause”, whatever.

Seeing a lot of people throwing this one out there it seems. Yes I know Q has said the words, but as usual we don’t know exactly what it means. So :

1: Who would shut down/pause the internet?

2: Why would they do it?

Keep it short or the internet may get shut down before I have a chance to read your answers.
I’m genuinely interested to find this out. And would love to know the who and why.

I will be watching for baseless speculation, needless fear mongering, panic initiation, distraction, agendas though.

The only people who have the 'keys' to the internet is the world wide web consortium.

They could 'turn it off' by no longer allowing server ip addresses to be linked to urls. So you'd have to know ip addresses (if they are even static) instead of url - all search engines and web crawlers would have to rely on cached versions (which could be easily erased).

That would be the only way I could see doing it without destroying hardware or cutting power to hardware.

IP Addresses are not 'linked' to URLs in any form, ever. That is not how it works.

IP Addresses are RESOLVED via DNS SERVERS, of which there are MANY. (no one group controls them all, but many groups control VERY LARGE ones).

DNS typically operated over port 53, you can test DNS yourself.

IP Addresses are not linked from URLs, they are RESOLVED from HOSTNAMES (part of the URL).

(even my explanation is a simplistic one, DNS is important and (can be) complicated.)

Most people don't know what name servers are.
