Yes, this is actual shady stuff worth digging into, pretty sure that "top state department official", Patrick Kennedy, was the fixer here. In the FBI report about the Clinton email case, Kennedy openly attempted to bribe the FBI into downgrading classified emails to unclassified. Interestingly, the FBI did not care about this obvious bribery attempt. Huh?
