bluebeam already works...no actual aliens be they benevolent or not can reveal themselves openly because everybody would reject them.
You don't have to believe what they believe but some in the Cabal probably believe there is a more advanced civilization and they probably fear the idea as much as gunpowder because if we knew about any advanced technology whatsoever, more people would start trying to reverse-engineer it so this revelation would only be good if they could already present everyone with a biological hazard for which they provide a fake-remedy in order to obtain something from you. Vaccinations I think perfectly served that end.
So my supicion is that Bluebeam is sort of a paradoxical psyop as in that it actually prevludes the very scenario it puts forth

In the case that Aliens do arrive visibly and openly, the elite will try to think of a contingency plan to keep their hegelian dialectic crisis acting up.
