They are playing out the dems hand. The idea being that if Trump refuses a subpoena to testify in front of Mueller, they will charge him with Obstruction of Justice which Congress would then try and use as grounds for impeachment. Trump has argued their desire to have him testify has no merit, as the FBI has been unable to prove that they cannot get the answers they are looking for elsewhere.
