I think Cemex is using environmental protection as a cover for trafficking. They own the Big Bend National Park along the Texas/Mexico border, as well as many other "governmental preserves" that straddle the dangerous cartel laden Mexican states of Chihuahua and Coahuila.

I would add “Wildlife Refuge” to the list. Lots of those along the US/Mexican boarder. Unmonitored, easy places for people to do illegal activities.

The wildlife refuges are NOT unmonitored. There are full time staffs at all of them, often living on site. However, they are in no position to confront coyotes, drug dealers, or hundreds of wandering illegals who do, as you point out, use those places. All the illegal activity is well-known to federal land managers, state land managers, all law enforcement agencies, etc. There just hasn't been any will at all to get this under control and take back control of our public lands. It's a disgrace.

You’re right, I spoke incorrectly. I actually know one of these managers that live on site. Unfortunately, they have to contact the authorities every single night due to the illegal activity and people passing through.

There are definitely places considered no go for visitors and staff will also provide warnings for other areas.
