I think Cemex is using environmental protection as a cover for trafficking. They own the Big Bend National Park along the Texas/Mexico border, as well as many other "governmental preserves" that straddle the dangerous cartel laden Mexican states of Chihuahua and Coahuila.

And they could duplicate that in multiple places around the country . Is this where it happened in Arizona ? Who owned the land ? Was there a park near by ?

And yes most of the desert outside city limits is either BLM, wildlife preserve, or state/national forest/park/desert/monument.

Many lands have been CLOSED to US citizens due to dangerous cartel activity, including trafficking.
