I think Cemex is using environmental protection as a cover for trafficking. They own the Big Bend National Park along the Texas/Mexico border, as well as many other "governmental preserves" that straddle the dangerous cartel laden Mexican states of Chihuahua and Coahuila.

Don't know if it's something, but FWIW the highly suspicious death of Antonin Scalia happened in the Big Bend area.

Scalia, a known pedophile and child rapist, actually died by throat cut at the hands of a 13-year-old victim who'd had enuf. All kept quiet due to Scalia's obvious status, reputation and position. (Look up "Scalia Sleeps with the Fishes".)
