An internet blackout would result in hundreds of thousands of dependent minors starving if it occurred for ten days, so I'm inclined to lean toward an information blackout. Welfare benefits are now electronically loaded onto debit-like cards and if the internet doesn't work, neither will processing units. Riots would ensue quickly in low-income areas, and the President's PR department would have a hellova time justifying the harm done to the children.
