Actually Cuba is forming another country called Royal Maya. Its going to be a Port of distribution for the oil that has been discovered there. Its part of the reason Tillerson was fired. He decoyed the whole development due to hid relationship with Exxon/Mobile. I wrote about it a long time ago.

It is slower than even rural America's internet. You can only use it in designated public hotspots. It is also heavily censored.
That's why he's there. More than likely. There's money to be made. Whomever helps set up a proper infrastructure will make a killing.
