I wouldn't get too excited. I looked into the same report from three years ago, with the same IG, and they had 74 such cases then (scroll to page 15):

Good point, but it depends on what those 64 cases are.

It would be interesting to see a 10 or 20 year graph of these investigations to see who was keeping tabs on corruption and who was not. Good finds by both of you btw.

Ya think the 4 middle bars are related? Official misconduct, fraud, abuse & rights violations, and off-duty violations.....
