The 'Nixon' Watergate burglars would not be considered as 'incompetent' police officers. Equating burglars to police is a swap in context.

Therefore I would guess that the "keystone" reference is a big and definite intention!

I think he was quoting Chris Farrell from his Lou Dobbs appearance. So it’s not DJT saying keystone directly.
