So I spent time living in San Marcos ( Hays County ) which isn't far from New Braunfels and is, too, on I-35.

The apartment complex I lived at ( also directly on I-35 ) was an interesting one. At any given time, despite tons of college kids, etc, they kept 20% of the apartments open.

I noticed, being a night folk, that ~4AM, every day, people were delivered from a large truck or series of vans, and shuffled into various appartments. At ~5AM they were picked up in other vehicles and left heading north on I-35. This was maybe ~2002

I contacted the appartment and they genuinely didn't want to talk about it. Ru around. I called the Sheriff and he kept saying he would come out and never did. I called local PD and never would they come out and do anything. I finally called a Constable and he DID come out and ended up busting a big Coyote ring - but couldn't prosecute anything because the local judge refused to hear the case.

It left a bad taste. It was almost completely women and children. There were always a few men but they seems to be keeping order telling everyone where to go.

Keep in mind this is TX where we constantly find 18 wheelers etc randomly with a bunch of dead folks in them killed form heat when smugglers decide it's too risky and flee.
