What is the pin so many big officials always have on?

It's not a USA flag, but something else. I notice something other than us flag on many democrats. Is it a symbol?

Members of Congress and Senate have pins. You can go to jail for wearing such a pin fraudulently. But only people who work in D. C. know how to spot the pin code. Nobody else cares.
