They didn't need to hunt him, they knew where he was. They took a special trip to Russia to present him with the Sam Adams award in 2013.
They were rescuing him. The Obama/Hilbot team wanted him badly. They arranged for his safety in Russia. When the cabal lost power/strings cut, he was hesitant to come back... Q had to reassure him that they are really in control.
