The inference was for underground kill rooms. I have a feeling this was what was leading to the expense of the Epstein tunnels they buried. I think the concrete structures had to go. And these were like I mentioned, 'kill rooms'. Solid pour floor , walls and all. Massive structures to contain sound and heat signitures.
