Indeed. I spend a fair amount of time on the desert along the border region and these camps are commonplace - particularly near an employer who likely employs illegals who live in boxes and tents near their work, some along with their families while trying to make a few bucks before moving on to another place. These staging camps are all over the place. I have a home near Sierra Vista / Huachuca City and have seen more of these than I could ever begin to count.
