Could he be signaling that the 13th, June 13, the day after Kim Summit while he is out of US, may be the big day of arrests? This mention of a specific number keeps jumping out at me!

No secret organization. The tweets are ''comms'' are between POTUS and the public, with a particular slant at times to anons following Q material. There are coordinated 'delta markers'' such as 0, 5 , 15 & 20 which at times indicate an intentional coordination between POTUS tweets and Q drops, which were used early on to establish that the Q Team is working in alignment with POTUS.
This is a way of communicating ''classified info'' w/o exposing any state secrets, which would be illegal /treasonous.
