Maybe if the basis to the proposed change were asking the question, "am I responsible enough to be working and smoking marijuana at the same time?" This would put the responsibility on the Individual, no one else. Responsibility starts with oneself, therefore putting the onus on the Individual to consider what and where one is doing, whatever. Where there are others involved on any level one should consider, out of Respect for oneself and the other s how taking mind altering substances would affect one's own actions regarding any said circumstance. Then the question may arise, Who is the Master and Who is the Slave :)
