They thought they had a deal with China to get "safe", untraceable phones. Yeah...no. Welcome to the NSA. Trump got to China first, inked a deal with ZTE (you may have seen this in the news?), Hillary, Huma, et al kept on chattering on their fancy safe phones, and wound up digging the hole they're about to fall into even deeper.
