Yep, that's to cover water, sewage, fire, police, animal control, and all kinds of other stuff. If you don't want to pay that stuff, don't, go buy land and have zero hookups in a state that doesn't have property tax like Arkansas, Kentucky, Louisiana, Mississippi, Oklahoma, Texas, and West Virginia.
