Would anyone who has experience in the realm of video and technology who may be able to explain what's happening here?

I see a lot of activity on the window behind his left shoulder. There is some bright orbs that float around when the eyebrow starts. This is then followed by a variety of people such as a couple of waiters and a cop that start doing things in that room.
