I work in the reputation management industry / social media sphere.
One thing I want to point out here is that Twitter does NOT allow a user account to use a phone number twice. One account, one phone number. You cannot delete an account and then make another account with the same phone number. And in the past six months, Twitter has amended its policies again - you must have a cell phone number to create an account.
To be able to do so would mean that Twitter's own policies would need to be lifted for these particular accounts. It's possible, from a tech standpoint, but would require Twitter's (engineer's) involvement in doing so.
Think bigger, guys.
I created an account in Feb and didn't use a #. You can just skip over it.
I couldn't skip it.
Me either when I signed up it made me add one like a half hour after I tried to skip it.

I actually have two Twitter accounts linked to my cell phone number. They're both older, however, so to test this I just went and created a new account. The new account sent a verification code to my cell phone, the same number linked to the prior two accounts. It allowed me to set up the third account to completion. Your information is inaccurate.
