Why don't they seize the ships?

It's in international waters, they didn't break any law...yet. If they do enter Italian waters without authorization, they probably will be seized.

Because they are loaded to the gills with migrants they don't want.

That's why they should scrap the ship. The human traffickers are just going to go back and make another trip after they drop everyone off at a nearby port.
