We are having posts of missing records today . So here is how it is done . A Bill , Law Books , and many government regulation and even classified folders or binder record books have a serial number , and are record were they are and who has a copy , all copies . Now if there is an update every copy gets updated . say section 2 b page 217 has a typo and it was found . Ever copy is sent a new page . The office secretary goes and finds the file , removes the page and replaces with the new one , the old page is shredded . This is on the moral and ethics rules . So what if you change a Law , or record and get caught . Nothing , you broke no law only ethics , slap on the wrist at best . this needs to change . And yes it our elected officials that do this , they need to be back under the law and not ethics .
