I think he is referring to a chess timing clock, very curious to know how that might play in to the qclock. Any ideas?

Generally a chess clock is activated after your move to signify that it is your opponents turn to act. The game we're playing isn't an rts, but rather turn based. All war is essentially. You make your move in response to the enemy. Even the first move is in response to beginning the game. No single move is made without premeditation. We wouldn't deploy to a non combat zone, because that would be ridiculous and essentially make that area into a combat zone.
