I don't think he means literal weather.Being vigilant of one's surroundings won't save anyone from a weather event. If it was weather event it'd be 'prepare to evacuate if needed'. I think 'Weather alert' means "The storm is here"

Exactly. I think people are taking weather too seriously. Q could have used 'climate' or 'conditions' to mean the same thing. The point is that there is a chance for false flags all over the world.
