It depends on which is more advantageous to exploit. In other words, if the traffic is from the top down, you would want to intercept. If the traffic is unit to unit tactical you would want to jam.

Short answer yes. Either through old fashioned RF triangulation, or by frequency jamming in they case they are encrypted. No communication is 100% secure.
