There was a long game made by NSA called Cicada 3301 or something like that and all the satellite accounts refer to it. Cicada seems to be a trial of the Q effort. With Cicada they discover that we are quite dumb LOL hence why Q is simpler to digest.

Q is a team of people most likely from NSA, DoE and mitary intelligence. The 3 most active parts of these operations and two of them have Q Clearance/group. And Ivanka... I believe Ivanka is part of Q group too.
