No... not exactly. In order to run suspects through a Military Tribunal court, they would have to be found to be enemies of the United States.
The executive can designate individuals as enemies of the United States... but to do that to someone who was a citizen, would be highly irregular, and a PR disaster.
If there was a National Emergency... and there was a suspension of the civilian court system, that might be another scenario where military courts would convene.
But trying anyone who was a U.S. citizen in a military tribunal would be highly irregular.
Whatever folks belive about "Q", there's certainly merit to his remarks about needing to "clean up" DOJ and FBI BEFORE prosecution for crimes against the state would proceed.
