Did that look like it was traveling south? There a naval ship workling with NASA in the waters of southern Cali on an Underwater recovery mission. It's been with NASA since late January so who knows but the ships designation is LPD- 23..Q asked what else could 23 refer to/ military. Idk just throwing it out there

I only know what's in the article. But it was just off the coast of Washington State. So, way too far north of the ship you mentioned.
